Police fired water cannons on a group of protesters attempting to push through a blocked bridge. It was 23 degrees.
This was the latest incident in demonstrations over the Dakota Access pipeline, which will carry oil from North Dakota to Illinois.
A nearby gym was opened in the middle of the night to treat soaked demonstrators.
